CPHI Udayana Research Team Introduces RaCon Platform to Strengthen Rabies Control in Bali Province

Denpasar, July 29, 2026 – The research team of the PUI-PT Center for Public Health Innovation (CPHI), Universitas Udayana, introduced the Rabies Control (RaCon) Platform, an integrated digital platform developed to support rabies prevention and control efforts in Bali Province. The platform was introduced during a cross-sectoral coordination meeting held at the Bali Provincial Office of Communication, Informatics, and Statistics, as a follow-up to the Coordination Meeting of the Bali Provincial Rabies Control Task Force.

The meeting was attended by various stakeholders, including the Bali Provincial Office of Communication, Informatics, and Statistics; the Bali Provincial Regional Disaster Management Agency; the Bali Provincial Health Office; the Denpasar Veterinary Center; the Bali Provincial Civil Service Police Unit; referral hospitals; the Faculty of Veterinary Medicine, Universitas Udayana; and the Indonesian Veterinary Medical Association (PDHI) Bali Branch.

During the meeting, it was highlighted that the development of an integrated rabies data system is one of the priorities of the Bali Provincial Rabies Control Task Force. The system is expected to connect cross-sectoral data down to the village level through the Rabies Response Teams (Tim Siaga Rabies/TISIRA), thereby enabling more effective early detection, case reporting, rapid response, and evidence-based decision-making.

As part of the meeting agenda, Ngakan Putu Anom Harjana, S.KM., M.A., a researcher from the PUI-PT Center for Public Health Innovation (CPHI), Universitas Udayana, presented the Rabies Control (RaCon) Platform, accompanied by Dr. drh. I Made Subrata, M.Erg. The team presented the concept of a One Health-based digital platform that integrates human health, animal health, and environmental data within a connected information ecosystem.

The RaCon Platform is designed to support various operational needs for rabies control, including the recording and reporting of animal bite incidents involving rabies-transmitting animals, monitoring of rabies cases in humans and animals, integrated surveillance, real-time analytical dashboards, an early warning system, monitoring of animal vaccination coverage, and cross-sectoral coordination from the provincial, district/city, primary healthcare, hospital, and animal health center levels to villages and Rabies Response Teams (TISIRA).

In his presentation, Ngakan Putu Anom Harjana explained that the RaCon Platform is being developed as a foundation for the digital transformation of rabies control in Bali. The platform is designed not only as a reporting system but also as a decision support system that provides spatial analysis, program indicator monitoring, cross-sectoral data integration, and an executive dashboard to support rapid, accurate, and evidence-based decision-making.

Dr. drh. I Made Subrata, M.Erg. added that the development of the platform is part of an effort to strengthen interdisciplinary collaboration among the human health sector, animal health sector, local government, academia, and communities. The One Health approach is expected to improve the effectiveness of surveillance, accelerate responses to rabies cases, and support the goal of rabies elimination in Bali Province.

In accordance with the outcomes of the Bali Provincial Rabies Control Task Force coordination meeting, the development of the system's business processes will be initiated by the Faculty of Veterinary Medicine, Universitas Udayana, while the development of the digital infrastructure will be carried out in collaboration with the Bali Provincial Office of Communication, Informatics, and Statistics. The CPHI research team of Universitas Udayana will contribute to the development of the platform concept, system architecture, data integration, and analytical dashboards as part of efforts to strengthen One Health-based digital transformation in the health sector.

Through this cross-sectoral collaboration, the RaCon Platform is expected to serve as a foundation for an integrated rabies information system in Bali Province, strengthening surveillance, accelerating responses to rabies incidents, improving coordination among institutions, and supporting data-driven policymaking toward sustainable rabies elimination.

This initiative further demonstrates the commitment of the PUI-PT Center for Public Health Innovation, Universitas Udayana, to advancing digital innovations that support public health through collaboration among government institutions, academia, healthcare professionals, veterinarians, and communities, guided by the One Health approach.
