Denpasar – The Center of Excellence in Higher Education for Science and Technology (PUI-PT), Center for Public Health Innovation (CPHI), Universitas Udayana, contributed to the development of the Operational Guideline for Village/Subdistrict Health Service Units (UPKD/K) for the implementation of Primary Health Care Integration (ILP). This national guideline was officially launched during the Opening Ceremony of Leimena Conference 2026 on July 27, 2026, at Widya Graha BRIN, Jakarta.

The launch marked one of the key highlights of the 2026 Best Practice Dissemination on Primary Health Care Integration, organized by the Directorate of Primary Health Care Governance, Directorate General of Primary Health Care and Community Health, Ministry of Health of the Republic of Indonesia. The ceremony was attended by senior officials from various ministries and institutions, including representatives from the Ministry of National Development Planning (Bappenas), the National Research and Innovation Agency (BRIN), Commission IX of the House of Representatives (DPR RI), the Australian Embassy in Indonesia, the WHO Regional Office for the Western Pacific (WHO WPRO), and the Director General of Primary Health Care and Community Health, Ministry of Health.

As part of this initiative, the Directorate of Primary Health Care Governance appointed Prof. dr. Pande Putu Januraga, M.Kes., DrPH as a Consultant for the Development of the UPKD/K Operational Guideline for ILP Implementation. The guideline was developed collaboratively with the CPHI Universitas Udayana team, including Dr. dr. Ni Made Sri Nopiyani, MPH and Betty Oktaviana, S.Keb., Bd., M.K.M.

The development of this guideline is based on Law No. 17 of 2023 on Health and Government Regulation No. 28 of 2024, which establish a new framework for delivering equitable, high-quality, and accessible primary health care services down to the village and subdistrict levels. One of the key mandates of these regulations is the restructuring of community-level primary health care units under a new nomenclature: Village/Subdistrict Health Service Units (UPKD/K).

UPKD/K is envisioned as the frontline provider of primary health care at the community level, delivering essential health services while coordinating community-based health initiatives with the support of community health volunteers (kader). Primary health care services delivered through UPKD/K are expected to achieve three key objectives: meeting health needs throughout all stages of life, addressing health determinants—including social, economic, commercial, and environmental factors—and strengthening the health of individuals, families, and communities.

As a strategic hub connecting government health services, health facilities, and community participation, UPKD/K requires a standardized operational framework to ensure consistent implementation across Indonesia. This operational guideline was developed by the consultant team, with significant contributions from CPHI Universitas Udayana.

CPHI Universitas Udayana's involvement in developing this national guideline reflects its continued commitment to supporting Indonesia's primary health care transformation through evidence-based policy development, public health research, and innovation.
